        unplaced = 0
        used = [False] * len(baskets)
        
        for fruit in fruits:
            placed = False
            for j in range(len(baskets)):
                if not used[j] and baskets[j] >= fruit:
                    used[j] = True
                    placed = True
                    break
            if not placed:
                unplaced += 1
        
        return unplaced
